There's actually no such a best practice, it's just a matter of preference and peculiarities of environment. You shouldn't have any issues with installing Veeam B&R on a physical server.

This scenario with the pass through connection is officially unsupported, however, according to the feedback we have it should work. Thanks!

i really confused you are saying pass through for use Tape driver not support on veeam and on the other hand you say it should be work and can install veeam on virtual machine
now eventually can install veeam on virtual server without limitation or not ?

It means that we cannot guarantee that tape drive will work with the pass through connection, but based on the users experience we know this approach works.
In this case we cannot help you to solve issues if any appears.
Yes, you can install Veeam on VM and it doesn't apply limitations. Thanks!

Re: install veeam backup & replication on a virtual machine
Besides Veeam, you'll probably receive no support from your tape vendor if any problems occur.
If you have a physical device which can connect to your drive/library then you can deploy a tape server on that device and still let Veeam run inside a virtual machine.
