Is possible install Veeam Backup in cluster mode. I have two servers Windows 2019 in Cluster and need to know if is possible install Veeam Backup in High Availability.

No, that‘s not possible.
But you can use a hyperv cluster, install a vm on top of it, and when one Cluster host is down, the other will run the vm.
