Just got off the phone with a Veeam technician. Solved this error by restoring ReadyNAS firmware 6.8.1 and rebooting the storage device.
Configuration:
Target: Windows 2016 Domain Controller
Storage: ReadyNAS 422
VMware: ESXi 6.0
Veeam: Backup and Replication 9.5.0.1922
Firmware 6.9.3 does not work, with error Invoke failed. Command: 'ReFs.SetFileIntegrity'
Since this means reverting to an older firmware, I hope a more permanent solution can be found.

From your explanation, I understand that the issue was introduced by the storage vendor in the latest NAS firmware update. Have you notified the NetGear support of this issue?
