Is it possible to increase the IP connections threads from 5
I have an office that has 20Mbits pipe but is 200ms away from HQ where I am replicating from. I can only get about 1.5mbits per IP connection over that amount of latency so my Veeam job only runs about 8mibts.
I would like to make use of the full pipe by upping the connections to 10. Is that possible for one job?

Would that be set on the main Veeam server or on the remote proxy?
If it is set on the main server is it possable to change for just one proxy or job?

I would set it on the main backup server , then restart the backup service.

It is set on the main backup server. Unfortunately, it's not possible to change this just for a single job or single proxy, although you might be able to hack something with a script, i.e. add the key, run the job, wait for job to finish, remove the key. I don't think a service restart is required. It's easy to monitor with netstat.

I guess I could setup a new Veeam managemnt server to run that job if I wanted to change it for just one site.

Another option might be to use a tool like TCP Optimizer to tweak the Windows settings for better performance on a high-latency link. The default RWIN size on Windows would probably limit you to around 2.5Mb per connection on a 200ms link, maybe slightly less, but you can certainly tweak those and get better per-stream performance.
