i have 1 license for 100 instances, but i have 2 sites , site A and site B, in site A is to 70 instances and site 2 is for 30, is possible this?

Yes, it‘s possible.
I recommend to install enterprise manager.
Add both sites vbr Server and install the license with the help of enterprise manager.
This way, you will have an overview about license consumption.
