Licensing and Running Veeam in mulitple countries

We have international MPLS links. We're based out of the US and would like to backup data from other countries to the US or perform in country back-ups to local storage as applicable.

If we plan to run a single enterprise console out of the US, do I have to buy licenses in the individual foreign countries or by region?
If I do have to buy individual licenses for each region or country, what restrictions or implications are there to having different licenses? Would I even be able to group them into a single enterprise manager for purposes of applying the license?
