Licensing Per-VM Question

Good afternoon,

I have been looking to switch backup systems, but I am a bit confused by the per-vm licensing. Does this pertain only to the machines you choose to backup, or the total number VMs you have running on the host(s)?

If I have 25 vm's in my cluster, but only want to use Veeam to backup my SQL, Exchange, and SharePoint servers, can I license JUST those VM's, or do I need a license for every VM I have running in the cluster whether I back them up or not? In which case, going to a per-core license would be far more cost effective.
