Managed Backup & Replication Licensing.

Since we are on the way to be a partner + VCSP, I only have access to these forums.
I have a customer with NO VEEAM License.
We will be managing their replication process.
There will be NO LOCAL BACKUPS or REPLICAS.
Veeam will be used only to replicate selected 12VMs to our Cloud Connect Architecture.

What should be the licensing model ? Does the customer has to purchase CPU based licenses ? Or monthly VM Based - SP licenses for VBR + Veeam CC Replication are enough ?
