Our VBR server has been update to 12.3.1. We are not looking at moving fully onto Postgres.
We are running into a blocker. We created a new configuration backup and went into Restore mode.
Chose Migrate. Chose the backup we just created. Clicked Analyze. Next window all looks well. Click Next.
Enter password, click validate. Select Database as PostgreSQL. Click Connect.
"No connection could be made because the target machine actively refused it."
Tried to login with other Veeam Database Configuration Utility, but it follows the same login process as well as the CLI.
At no time during the update to 12.3.1 were we prompted to provide anything related to user credentials.

It appears Postgres is installed, just not running. Service is disabled.
It is unclear if after running the upgrade to 12.3 if we need to manually install Postgres,
or manually enable the service. That might cause an issue since it wants to run on the same
port as MSSQL. As the server is presently working fine, we will wait for further clarification to proceed.

Were you able to get past this? I just upgraded and am experiencing the same error. I've opened a support case for some help.

To be honest we stopped pursuing it. If it is going to be finicky, we will wait until
the migration to Linux happens later in the year. We don't trust upgrades that require
a lot of munging to make it work when the installer cannot handle the scenario presented
to it. Experience has shown such scenarios cause heartache and grief at a later date
even if successful.
