The explanation below this option says:
If the job does not complete within allocated #backup window, it will be terminated to prevent snapshot
commit during production hours.
From what i understand, if you start a job, a #snapshot is created and after the job is finished the snapshot is consolidated.
According to this option, does this mean the VM will continue to run on snapshot ? I don't understand this. Please clarify this for me.

If the backup is running and you hit the blackout window , the job will abort ( but still consolidate its snapshot. )

At the specified time for blackout, the job will be aborted and the VM snapshot will be immediately committed. There is one important note here: the snapshot commit will "start" at the blackout time, so when configuring this feature please take into account the time it would take to consolidate the snapshot. Say you want to avoid any VM running on snapshot by 8am for example, if usually the commit of a large VM takes 1 hour, configure the blackout for 7am.
