We're using VBR v10, and have asymmetric cable internet service, with 1Gbps down and 125Mbps up. We recently added an S3-compatible SOBR capacity tier for offsite backup, and configured the default Internet rule to throttle to 50Mbps, which works as expected to avoid saturating our upload capacity.
But for downloads, e.g., an export from the capacity tier, we don't want to be limited to 50Mbps. But Network Traffic Rules are described as "reversible" so presumably symmetric.
How do we specify asymmetric Network Traffic Rules?

Since "downloads" only happen quite rare (restore and exports directly from cloud), may be simply disabling the rule for the duration of restores will be an acceptable immediate solution?

Thanks. Yes, you're right that downloads will hopefully be rare (we're testing at this point). Manual throttling changes can cover them, if that's the currently available option.
