I find in the list of known issues ([KNOWN ISSUES] 7.0 : Issues, Patches and Hot Fixes) and in KB1831 that

• Network traffic verification does not function when the Use multiple upload streams per job option is disabled.

Does "Use multiple upload streams" mean the same thing as the advanced option: "Enable parallel VM processing?"

Is this true for Patch 3a as well, as it is not listed as a resolved?

No, "Use multiple upload streams" and "Enable parallel VM processing" are completely different options. Please refer to the User Guide for the description of both.
All patches are cumulative, perhaps you have missed the very last red line of Patch 3a description in the above mentioned topic which explains this fact.
