An active maintenance/support contract is required to update our products to a new version.
Unfortunately you won't be able to upgrade with this license. Please contact a reseller or a Veeam sales represeantive in your region to discuss your options.

There's one more question.
After adding service provider on VBR 10(support expired), there was no cloud repository appearing in the backup repository. When I add service provider on VBR 12(with active support), the cloud repository appeared in the backup repository.
The reason for this issue is that the version too old or that the support contract expired ?

Yes, likely the service provider just doesn't support V10 tenants. V10 has critical vulnerabilities which are no longer patched because this version is EOL.

You don't list your exact v10 version, but I'm guessing your v10 install is older than the below:
Veeam Backup & Replication 10.0.1.4854 P20210609 and later
That's what is listed as compatible with a v12 service provider. You should definitely look to upgrade to the latest v11 or preferably v12 for the reasons Gostev mentioned.
