Question- Can VBR be used to copy backups from Azure to AWS for Archiving
Since VBR 12.1 is more tightly integrated with VBA 6, is it possible to use VBR to copy monthly and/or annual backups from Azure (Remote Repositories) to AWS (Remote Repositories)?
So far it looks like VBR can only do that for backups in local repositories.
This would help us with our 3-2-1 strategy for Azure VMs that we backup.

After re-reading this post, I realize how vague it is.
We use VBA for backing up our Azure VMs. We are running both the management VBR 12.1 and the VBA 6 instances in a separate tenant in the Azure Cloud. All of the VBA Repositories are connected as VBR External Repositories.

Reference material seems to indicate that it might (?) be possible to use VBR to perform a "Backup Copy" of a Repository. However, browsing for repositories does not display the External Repositories.

Correct.
You can directly copy the Azure VM backups from the external repository to an AWS S3 bucket using the Veeam Backup & Replication server. But instead of choosing "From Repository", you have to select "From Backups".

From backups. You will browse for workloads in existing backups. Veeam Backup & Replication will search for restore points of the selected workloads in all backups of backup jobs created on the external repositories and will copy the most recent restore points. You can limit the search scope by selecting only specific backup policies for the backup copy job.
This source is only available for backup copy jobs that process backups of Amazon EC2 instances, Microsoft Azure and Google Cloud.

@Mildur - thanks. The jobs and the repositories did not show any "sources" to select from.
The VBR shows unique names for all of the backup jobs (no duplicates). However when I create a Backup Copy job and select "Backups", many backup jobs are listed 3 to 5 times. As a check, I selected each one of the five listings for one backup. The Size for each backup selected were different sizes.
Is there a way to differentiate if those listings are the "daily", "weekly, "monthly" backups OR if perhaps they are specific servers in the backup policies?

Did a check of VBA backup policies for single servers in the VBR Copy Job wizard. Selecting objects from Backups displays 4 backup jobs with the same name and type, but different sizes.

While exploring the VBR "Backups", "External Repository" - I see the multiple listings for the same policy names. They are targeted to different repositories. Expand each policy, select a server, right-click and select properties to see the backup instances and the total size in each repository.
This information can be used to determine which backup object to select for the "Copy job"
