Quick Migration Bandwidth

I am going to use quick migration to move a server from one remote cluster, to another cluster. I wanted to start it today but wanted to throttle it to only use a certain amount of bandwidth. I wanted to know if the throttling rules where applied on the quick migration jobs between the two proxies.

For some reason.. it is not following the throttling rules. I have typed in the IP of the source.. and the destination proxy and set it to Mbps and anytime.. and its maxing out the Mbps connection.
