Would love for there to be a way to copy existing backup jobs between cloud connect repositories. Customers will move to other cloud repos, and would like to be able to somewhat easily copy backups from one repo to another.

If I understood you correctly, then moving tenant to another cloud connect repository is your goal (and not to copy a job). With scale-out-repositories that is possible since V11.

Start-VBRCloudTenantBackupEvacuation migrates a tenant to another extent.
