How is VEEAM handling a crippled DSL Line when replicating off-site.

Hello Jakob, currently we don't have resume functionality. Data sizes that need to be transferred during incremental replication passes are pretty small, so resume is not really critical to have in most cases. Unless of course the WAN is very unreliable and has constant packet loss (not something I would expect from modern DSL lines).
