Rotating usb and retention
Say we have a backup copy job with 28 restore points. the repository target is a usb-drive which rotate eventually every weekend.
Will the usb-drives have the 7 last days or will it be 28 restore points at each diss after 2 months of running?

Each disk will have 28 restore points. When you go to this page: https://helpcenter.veeam.com/docs/backu ... tml?ver=95 you will notice the note (somewhere in the middle of that page) that states:

CheersWhen you specify retention settings for a job targeted at a backup repository with rotated drives, you must define the total number of restore points that you want to retain on all drives in the set. For example, if you set retention to 14, the job will keep the total of 14 restore points across all drives.

Mike, the statement provided contradicts your words, actually.
If retention is set to 28, there will be 28 restore points on all drives combined (in case of weekly rotation scheme, each drive will have 7 points).
