We are planning a SOBR configuration with multiple performance extents. We like to spread the backups over the multiple extents ( 4 servers ), however :
What is the mechanism when using the placement policy Data Locality : Reading the description "However: the next full backup file can be created on another extent..."
Do I understand correctly that all extents are being used in parallel when backing up multiple vms in a job, or will there be an order how backups are filling up these extents ?
I would like to understand the mechanism of this placement policy correctly just for sure, regarding the data locality placement policy

Yes, extends will be used in parallels. But you need to configure per-machine Backup Files for that to happen.
Placement of the vms will be distributed over all extends. Extend selection follows this logic.
As long you are doing only synthetic fulls, full and incremental backups of the same vm will stay on the same extend.
Not all extends will have the same load. Some extends will have more vms. Some extends will have more storage used. Depends on which extend was choosen for the active full backup of a vm.
