What Veeam role controls the "Merging oldest incremental backup into full backup file" process?
Can it be sped up by adding resources to the Backup Server, or is it strictly limited to the I/O capabilities of the storage?

It is entirely dependent on the IOPS capacity of the storage behind your backup repository.

Or you can speed it up at lot by using ReFS fast clone capabilities: https://www.veeam.com/blog/advanced-ref ... suite.html
In our case the process became more then 10 times faster(up until the 2018-06 update.
