I am looking at moving Veeam to SQL Express. I have a few questions.
Currently total DB size is 6.5 GB. Veeam B&R 9.5U4, approximately 140VM's and 70TB backups, about 1/3 are indexed. While this will fit within Express limits, what happens if we decide to move to Veeam for 365, or Veeam ONE? Could there be a significant increase in size or is most of it already there with B&R?

Veeam Backup for Office 365 does not use SQL (Express) database. So that would not be an issue from that perspective.
Veeam ONE requires much more database space than VBR in general. It would probably bring you over the 10GB limit. There is a VeeamONE database calculator https://www.veeam.com/kb2246 - maybe that helps a little bit
