In the veeam one documentation, there is a SQL scritp to create the veeam one database.

I'm looking for the same script but for veeam entreprise manager.

We don't have such a script for enterprise manager. What is the use case?
Your database admin can just create an empty database and configure the necessary permissions for you to install Veeam Enterprise Manager. Check the MSSQL/PSSQL permissions for the "Setup accounts" and "Veeam Backup Enterprise Manager service account":
