Start periodic jobs other than top of hour

We are using the periodic schedule, setting varying hours throughout the week to run a job, avoiding peak usage periods. To prevent overlap with other jobs, we would like to set the periodic job to start at :30 after the hour, but have not found a way to do this.

Is it possible to schedule a periodic job that runs once an hour but starts at a set number of minutes after the top of the hour?

Not possible with v5, and should not be needed with v6, since it manages job concurrency automatically for you.
