storage latency control performance

Hi

in you document about storage latency control said :

Keep in mind this behavior. If you schedule jobs that process multiple VM disks residing on the same datastore to start at the same time, the jobs performance will degrade

1-now so that most of our vms are on one datastore if i enable stoprage latency performance will be decrease ??
2- when ca i enable this function ?
