I have each repository in the SoBR limited to 2 tasks. Each linux server has 4 cpu and 24 GB of ram, and they each host 2 cohesity nodes. So each linux server is limited to 4 concurrent tasks. But we have had issues when only one or two tasks are running

Not sure about the setup. Do you say that you run the proxy server and the cohesity nodes on the 2 Linux systems? Overall 4 task slots should not run into any RAM issues with 24GB. But when you mix it with other software (Cohesity) there might be additional RAM requirements from their side.
