In case a customer has licensed certain vmware hosts for SQL server enterprise license with Volume license (SQLSvrEntCore ALNG SA MVL 2Lic CoreLic). Will the vmware host for a SureBackup job need to be one of those hosts with the license if a SQL server is running there? Or would this fall under being a "cold server"?
I only find a very old post on this topic where @Gostev assures that vmware host running the SureBackup does not need to have the license. But that was in 2012.

Hi, this information is extremely old as you already noticed... this was extensively researched by the community back then, but not recently. So you should better check with Microsoft directly on their current licensing rules. At least no one here at Veeam will want or is able to take a responsibility and assure you about other company's licensing policies... it's a very different company than we were in 2012 in terms of rules and policies
