Please can you clarify if it is possible to synchronise the Veeam Backup server database in Production with the Veeam Backup server database on the Backup Server in DR and vice versa? In that way in the event of a Disaster, the DR Veeam backup server will have a record of the backups made on the Production site and vice versa?

No, Veeam does not replicate configuration databases to another veeam server.
You can target the configuration backup from your primary backup server to a target at the remote location.
If the Production Backup Server has failed, simply import the configuration backup to the DR Backup Server.
Just as a note: If you have a DR Site, the recommendation would be to place the production Backup Server in the DR Location.
