Synthetic full fails for one server, rerun redoes ALL servers?

Had an issue where a job was running a synthetic full (per-VM backups), and it was working on the very last one when the job failed. The job automatically retried, and recreated ALL the VM synthetic fulls, rather than just the one that didn't complete. Is this expected behavior?

No, this doesn't sound right to me.
