The number of restore points in forever forward incremental backup chains is exceeding retention policy settings

The job is configured as following :

Retention Policy : 3 restore points
Backup Job Type : Forever Forward Incremental
Schedule : Periodically every 30 Minutes

I currently have 49 restore points .
Veeam Backup & Replication is failing to transforms the backup chain to maintain only 3 restore points . Backup images landing on an ReFS disk in a multi-tenant environment .
What could be the issue ?
