Update 4B reintroduced synthetic full hanging

We just installed Update 4B and it seems to have reintroduced an issue we experienced with installation of Update4A. Our Synthetic Fulls are hanging up as well as our Forever Incremental Merge is very slow. Veeam needed to issue a hot fix for this for Update 4A that address the issue for Scale-Out repository. Wanted to see if Veeam support is aware of this issue and if a Hot Fix will be available.

I checked with QC and the hotfix should not be needed, as it was included in U4b.
