Upgrade from 11.0 - Community Edition

I am trying to upgrade to a newer version, but it seems that 11a is a minimum requirement.
Is there a way to go first to 11a?

Welcome to the forum.
For 11.0, follow the upgrade path provided here:
https://www.veeam.com/kb2053
Path: 11 (11.0.0.x) → 12.0 → 12.3.2 → 13.0.1

Or re-install v13.0.1 with a new configuration, import your backups and map them to new backup jobs. Considering your old version, re-installation with a new configuration may be the better option than upgrading.

Thanks Fabian,

What does "importing backups" process involve?
Keeping the repository and pointing the new configuration to this repository? Will they be compatible?

You're welcome.

Importing backups means registering your existing backup files with a new backup server. This allows you to perform restores from backups created by another backup server or continue using the existing backup files in new jobs.

0.) Uninstall Veeam Backup & Replication from your current server, or use a new Windows machine.
1.) Deploy a fresh Veeam Backup & Replication installation.
2.) Add your old repository (same path as before).
3.) Rescan your repository.
4.) Create new backup and backup copy jobs.
5.) Map existing backup files (e.g. Hyper-V / Backup Copy) to the new jobs.

A new deployment is cleaner than upgrading from old versions such as version 11.0 and ensures you start with a fresh database, free from outdated entries that could cause minor issues in some rare cases.
