Hello everyone,
I am sure there is something I am missing. We are starting to utilize the AD Protected Users group. Because of this I wanted to create a local account on our backup server that has a role of just Backup Viewer to use for the remote console.
I created a user in Local Users and Groups, added them via the console via Users & Roles but still cannot login with the account. Directly on the server or from a remote console session. I have tried adding the account to Local Admin group and while not in Local Admin group.
Is there something I am missing?

what you describes works for me (local user, remote & local console access). There is no need to add the user to a local admin group.
Sounds like something environment-specific if it doesn't work for you. As guessing via forum is cumbersome, I would suggest to contact Veeam support and tell them about errors and all configuration that you know about that is "non-standard" and provide them with logs.
