V12: Tapes and backups jobs no longer able to run at the same time

In V11 tape jobs never had issues running at the same time as backup jobs.
With V12 backup jobs totally stall when priority is on tape jobs and tape jobs fails if priority is on backup jobs.

With tape jobs running 5-6 days and backup jobs with VMs > 10 TB this is unacceptable. With V11 this never was an issue and tape job waited if necessary. Now the job just fails.

How can such a bad software quality ever go past QA??

Nothing works anymore, everything falls apart!

A bit more background why this a disaster nearly as bad as the slow copy jobs: we have some primary jobs which are required to run every 60 minutes 24x7. There is only one VM in one of those jobs, but that VM is > 10 TB which takes nearly a day to complete.
In other words in V12 the tape job which takes 5 days to complete does at least block the job running for a whole day which means we completely miss our RPO.

This was never a problem with forward incremental before.

We have two jobs one had tape job priority, the other primary job priority. It did not happen on any of them before!

Btw i found "TapeBackupLocksResolution" but we don't have upgraded backup chains.

It seems to work for V11 chains as well!
