Are you C-Mode or 7-Mode? If you're C-Mode I believe you need to connect to the Cluster IP address (not the vServer) using a NetApp user with administrative rights.

I'm also unable to connect to my netapp 2240-4. I get a failed invoking API, the remote server returned an error (403) Forbidden error message,
Mine is 7-mode.
