I don't have this exe in my lab (checked on two VBR server).
Maybe it could be a troubleshooting tool from an earlier case? I asked my support contact. Maybe he knows it.

Can you check the details in the properties and digital signature of the file and share a screenshot?
Does it show Veeam?
