I noticed that VBR 12.x can use the built-in Postgres (I tried a fresh install & migration but failed due to SQL).
So now I am performing upgrading from VBR 11.x to 12.x, So after the upgrade, is it possible to convert to Postgres for
- VBR 12.x
- Enterprise manager (I was forced to install SQL Express 2016 during the Enterprise Manager upgrade).

Yes, just follow our user guide:
1) Install your own PostGreSQL server. Check supported version in System Requirements. You can find the installation file for PostgreSQL v15.1 on the VBR iso file.
2) Migrate VBR: Migrating Configuration Database to PostgreSQL Server
3) Migrate EM:
Enterprise Manager Database Migration Utility
4) Please check out this command to optimize your PostgreSQL configuration for Veeam:
Set-VBRPSQLDatabaseServerLimits
