Is it possible for vCloud tenants to be able to configure a backup to a repository and to setup a backup copy job to then copy that to another repository to provide them two copies of their backup?

No, as this is much extra complexity they should not be dealing with. Moreover, most regular people don't even that realize copying backups is the best practice requirement. However, as the service provider, you can (and should) protect their backup yourself via Backup Copy jobs or tape outs.
