This would mean that our users have managed to bring the entire Amazon region down

Thing is, our downloads are hosted on Amazon with CloudFront option enabled. This option replicates hosted files to multiple Amazon servers across the entire world, and then every user is automatically directed to the closest Amazon web server to ensure fastest possible download. But perhaps this does not help much when thousands of users from the same region are all downloading at the same time
