I noticed that the system requirements lists various support OS' for the Backup Server portion

Does this ultimately mean I can install B&R 9.5 on a Windows 10 VM?
If so, what would be some benefits of installing this on a Windows Server 2016 VM instead of a Windows 10 VM?
$800 vs $200 for an OS license is easier to budget! Thanks to anyone who can answer/advise on the two questions.

You can install it to the Windows 10 OS, however using the server OS is usually a preferred option for the backup server deployment.
