What is the best practice the installation location regarded to EM? I have a Veeam B&R server, can I install the EM on backup server?
I read this guide about the deployment, which include to allow install on the B&R server:

In this case the EM will use the same database that use the B&R. When I have to restore the B&R server from configuration database, will it restore the EM database too?

If Password Loss Protection is in use, I would place it in another location. We need a working EM server to recover encryption passwords in case we lost the backup server and the decryption passwords.

You must mean the same MSSQL instance. The same database is not supported.In this case the EM will use the same database that use the B&R.
No, enterprise manager database must be protected by a VM or agent backup job.When I have to restore the B&R server from configuration database, will it restore the EM database too?
