Yep, the Veeam Backup and Replication cannot be installed on the said operating system. The supported operating systems are mentioned in the corresponding User Guide (p. 129):

Only 64-bit versions of the following operating systems are supported:
• Microsoft Windows Server 2008 SP2
• Microsoft Windows Server 2008 R2 SP1
• Microsoft Windows 7 SP1
• Microsoft Windows 8
• Microsoft Windows Server 2012

Please look at case # 00460707. I am seeing problems with v.7 + patch 1 and Server 2003 R2 x64 proxies. Essentially a subset of my jobs are failing using hotadd. Below is the response I received from support but he is mentioning a fallback to NBD, in my case that doesn't happen the job simply fails with communication/permission type errors.

AH, yes, I didn't realize they were 2003 proxies. There is currently a bug with 2003 proxies where it will always fail over to network mode.

Thanks for the heads up. Bug does not equal unsupported though (as bugs are meant to be fixed).

Bill, is failover to NBD mode allowed for these proxy servers (you can check this in proxy server settings in Veeam B&R console)?

Then my point is that you could experience another issue, where hotadd fails due to some other reason (before failing over to network mode). Support should be able to verify this.

Yes. There is something else going on. Unfortunately after a few days here my case has only gotten to tier 2 and so far no has much of an answer. What I posted above is the last thing I've heard about my case. I simply couldn't wait any longer to get replication working so I have spun up new 2008 proxies.
