Hi
Currently, our veeam backup server 12 is on a windows 2019 with iscsi lun from qnap nas formatted as refs mounted to it as backup repository. I want install a fresh windows 2022 and install veeam 12.1 and mount refs lun on it. Is that a good approach?

If you are talking about a new installation of Windows 2022 on the same hardware, then yes.
I personally don't like to do in-place upgrades, but it should also work.
I would to the following steps:
1.) Stop all backup and restore sessions
2.) Create a configuration backup
3.) Shutdown your machine
4.) Boot from windows installation disk/usb drive and install windows 2022
5.) reinstall Veeam Backup & Replication
6.) mount your reFS volume with the same drive letter
7.) Import your configuration backup with option <migrate>
8.) Check if your reFS volume is already added as a repository. If not add a new repository for the mounted volume + Rescan your new repository
8a.) Open backup job properties and map the jobs to the backup files
That process follows our steps in the user guide provided here:

Please note: you cannot reconnect the reFS volume to an older windows build after the initial connection with your new Windows Server 2022. The newer reFS driver on Windows 2022 will upgrade the volume and make it unreadable by older windows builds.

Thanks. If i mount refs volume on win 2022, would that going to upgrade the refs automatically?

Yes, it happens automatically on the first connection and cannot be reversed.
