Veeam Backup Service will stop after installing enterprise manager and update3a

Dear all
Hi

i have installed veeam B&R 9.5 then install update3a and finally install enterprise manager but after rebooting system Veeam Backup Service could not start and just Veeam Backup Enterprise Manager can run
but if install VBR and then install enterprise manager it will be work without problem but with install update3a Veeam Backup Service will not start

what is problem ?

which of them had to install first ?

VBR or enterprise manager ?
