Veeam Enterprise Manager - HTTP Error 503. The service is unavailable.

I upgraded VEM recently from v9.4 to 10, after that site for VEM is not opening and showing service unavailable error with subjective line.

I have upgraded 2 Veeam B&R servers to v10 which are being managed by this VEM instance.

When I go to IIS manager, application pool assigned to this site is stopping frequently. One thing I noticed, VEM I had to upgrade before B&R servers but I upgraded servers before VEM.

I opened a case for the same, I got the below reply and it was correct! it worked after removing it

"In most cases, the issue you're having caused by Microsoft Monitoring Agent. Please try to remove Microsoft Monitoring Agent and reboot the server"
