Read 100 GB in every backup session, Even if no changed

I backup the test VM(Windows 2016) that has system disk(40 GB) and empty data disk(6.0 TB).
This backup reads about 100 GB in every backup session include incremental backup session, but Full backup size is 8GB and Transferred size of incremental session is several tens MB.

So I checked shadow copy storage space during backup session.
Allocated Shadow Copy Storage space is total 100GB(system and boot volume), Veeam seems to be reading it.

Therefore, when I set a specific volume for shadow copy storage space, Veeam only reads the actual changed block.

Is this behavior Windows 2016 default specification?
Could I set with Veeam instead of guest OS?
