veeam replication start VMs after disaster

Hi all,
i'm replicating from site A (production) to site B over wan (DR).
My questions are:
1. How to start VMs on siteB if siteA is off, after a disaster?
2. Is possible to start Vms (i think yes) on siteB even if a replication has failed because disaster has happende? And how
