Hello,
I would like to know if it exists best practice about location of Veeam server when there is a DR Site.
I'd think install Veeam Server on my DR site to be able to start server replica if my PROD environment goes down.
Does it a best practice in this kind of envrionment or not at all ?

there are several ways for "protecting" your VBR installation.
First of all i'd like to share with you the Best Practice Guide where you'll find some suggestions.

Here are some general recommendations from me (mixed up with Veeams recommendations)
- Do a daily configuration Backup to a location which is not the VBR server itself. The best is another site which is different from the VBR server.
- If you are going to install the VBR Server on a virtual machine, you can easily replicate it to a DR Site or other site for Failover

And going back to your case/question. I would recommend the following:
- Install the VBR Server on a VM on your private Site or on your DR site
- Replicate the VBR Server on your DR Site / other site
