Does Veeam 6.5 really need a local administrator rights on each VM which it wants to backup using Veeam VSS?

Yes, you should be using an account that belongs to local Administrators group on the VMs being backed up.

As I understand it is only required if backup is made using Veeam VSS? If VM is quiesced using VMTools it is not neccessary?
Is there really no workaround? Admin rights are required for making VSS or for installing agent for Veeam?

Correct.

To install (i.e. to log into guest OS using Windows authentication) and execute the agent. And there is no way to use it without administrator credentials.
