We have two Dell R710 server and two Linux iscsi SAN, can Veeam replica VMs from SAN to another SAN with good performance ?

The answer is: It depends
How fast are the ESX machines connected to the san? How fast is the SAN connected to the rest of the outside world? 1 GB? 10 GB? Type of iSCSI SAN? Spindles?
I guess you just have to check it out.

That will using 1Giga to connect them, what replication mode for this solution? network mode ?

If you're able to present SAN LUNs to your backup server then you may use SAN mode to replicate your VMs. If you happen to install backup server on a VM, use Virtual Appliance mode, in all other cases feel free to use network mode.
