In regards to reversed incrementals (or even incrementals), what happens in the scenario of a VM first being processed by one job and then several backups later the VM is then processed by a different job? For example: if backup jobs were to be created for each host in vCenter and a VM then moves between hosts due to vMotion. Is a full backup performed again every time the VM is moved between jobs? Or will the existing restore points be automatically moved to the new job.

Jeff, restore points are not "moved" between the jobs. Regardless of the backup mode, the moved VM will be picked up by the job for the corresponding host (where it was moved to) and full backup will be performed. Subsequently, if the VM is then moved back and provided CBT is used, it will be backed up incrementally (unless its backup was removed according to retention settings or Deleted VMs retention period).
Btw, backing up by host is not a best practice in environments where vMotion or DRS are in use. Probably, backing up by datastore or some other container would be a better option.
